Minister of Labour and Social Security Phila Buthelezi, on Friday 10th October 2025, appointed the Board of Governors of the Conciliation Mediation and Arbitration Commission (CMAC) for a three (3) year term in office.
The CMAC is a key labour market dispute resolution institution established by the principal labour relations legislation in Eswatini ,the Industrial Relations Act (2000 as amended). Section 62 of the IR Act (2000 as amended), titled ,Establishment of the Conciliation ,Mediation and Arbitration Commission (CMAC), provides for the establishment of CMAC as a an independent body corporate.
The functions of the CMAC according to section 64 of the IR (2000 as amended) include the resolution of labour disputes through conciliation, mediation and arbitration.
The BoG of CMAC is tripartite by nature ,comprising mainly of employers, government and workers. Section 65 of the Industrial Relations Act (2000,as amended) provides that the BoG is to comprise of nine (9) persons inclusive of an independent chairperson. Amongst them there are two people nominated by workers constituencies that take part in the LAB, two individuals nominated by employer constituencies that take part in the LAB as well as two representatives of the government. Over and above the six (6) tripartite constituents representatives two other people who posses special skills and knowledge that can be useful to CMAC are nominated by the LAB.
The appointed BoG are ,Mzwandile Dlamini (Chairperson-Independent), Nokwazi Mhlanga- Mathabela (Deputy Chairperson-Special Skills and Knowledge) ,Bongani Mtshali (Business Eswatini), Thulisile Dladla-Dlamini (BUFE), Mashumi Shongwe (FESWATU), Sikelela Dlamini (TUCOSWA), Armstrong Dlamini (Ministry of Finance), Mjuluko Dlamini (Special Skills and Knowledge and former MP), Nomphumelelo Dlamini (Ministry of Labour and Social Security Under Secretary) and Lomkhosi Dlamini-Magagula (Executive Director and Secretary).
