PRE FINAL SALARY REVIEW REPORT RELEASED TO PSUs

The pre final draft report of the public service Salary Review and Jobs Grading report was released to the participants of Joint Negotiations Forum on Tuesday 9th September 2025 by the consultancy team, a partnership comprising of Emergency Growth and Umalusi Consultancy. The report was symbolically delivered to the leader of the government negotiations team and Principal Secretary to the Ministry of Public Service and Administration, Mthunzi Shabangu.

The Public Sector Unions, namely, National Public Service and Allied Workers Union (NAPSAWU),the Swaziland National Government Accountants Personnel (SNAGAP), Swaziland National Association of Teachers (SNAT) and the Swaziland Democratic Nurses Union (SWADNU), were also handed copies of the 400 plus page report.

The release of the report according to the JNF participants was meant to allow them to go through the report, to point out omissions, errors and then report back to the consultant team those errors that need to be attended to and corrected towards the release of the final report.

 For now the the findings contained in the report have not been reported upon save for the scenarios that need to be considered as preparations towards implementation are being undertaken. 

Jobs Grading

One of the major tasks placed upon the consultancy was regrading of jobs in the public service or rather the determination whether the 1113 jobs were graded at the proper pay grades.  Out of a total of 1113 jobs 834 (75%) jobs remained the same, then 211 (19%) jobs had their grades increased and 68 (6%) jobs had their grades decreased. The ministry of health according to the report contains both the highest number of jobs that have been downgraded and equally the highest number of upgraded jobs.

Allowances

PSUs SNAT and NAPSAWU have both confirmed that the consultant has recommended the adjustment of allowances. For travelling allowance the rate will be adjusted from E0.16c to E0.76 however there is also a recommendation to increase the minimum radius from six (6) to 17 kilometres. The increase has become a subject of complaint for both unions who in their social media platforms expressed unhappiness with the increase in the minimum radius which means that workers who stay within the minimum radius will not qualify to receive travelling allowance.

It has also been reported that it has been recommended that housing allowance will be paid in stratified amounts in accordance to the grades. The range will start from E850.00 for the lower A grades up to E3, 500.00 for the upper most F graded positions.

 

Salaries

While at this stage the recommendations of the consultant regarding increases in salaries is still not clear cut except for the scenarios that have were proposed by the consultant that twinned proposals with implementation costs ranging from around E500Million to around E2 Billion. Local daily newspaper ,the Times of Eswatini Friday 12th September 2025 highlighted that one of the scenarios had proposed a increase of salaries from E20 000 to E23 000 for teacher and nurses jobs.

More reports from the salary review report will be made after the release of the final report in the week starting on the 15th September 2025.

70 individuals appointed into Emabandla at a high cost to the fiscus

  Eswatini Attorney General Sifiso Khumalo (online picture) King Mswati III the Head of State of Eswatini on Saturday issued a directive through the Attorney General Sifiso Khumalo appointing around 70 individuals into several national committees, also known as Emabandla. The appointments come more than a month after the term of office of the previous Emabandla’s term of office came to an end and their term in office was extended indefinitely by the King through a gazette issued by the Attorney General. The several Emabandla announced are as follows, Board of Trustees (7), the Minerals Management Board (7) , Ludzidzini Council (20), Civil Service Commission (5) , Liqoqo Council (20), the Land Management Board (5) and the Teaching Service Commission (5).
