On Friday 03 November 2023 the Head of State of Eswatini King Mswati III appointed Russell Mmemo Dlamini as the Prime Minister of Eswatini.
Dlamini has been holding the all-important position of Chief Executive
Officer (CEO) at the parastatal, the National Disaster Management Agency (NDMA) since
2015. Before joining the NDMA Dlamini worked at global NGO World Vision both in
Eswatini and in Rwanda where he held positions such as Programmes Development
Manager (2003-2005), Director: Quality Assurance (2006 – 2009),Integrated
Programmes Director (2009- 2010) and Interim National Director (2010) as well
as the Integrated Programmes Director in Rwanda between (2010-2014).
Dlamini’s tenure
at the NDMA particularly gained national prominence during the COVID-19 period
when the agency served as the strategic centre for the containment of the
pandemic to the extent of even distributing social assistance funds directly to
family units all over the country. It was also during this period that the NDMA
were engaged in a public controversies with the office of the Auditor General and
the Public Accounts Committee (PAC) of parliament. The tensions were created
when funds amounting to E180Million had been declared as unaccounted for by the
AG in their report of the NDMA and a finding that procurement procedures had
been flouted at the NDMA. At that time these findings had prompted the PAC to
call for the suspension of Mr Dlamini as the CEO, the Chief Financial Officer
as well as the Chief Procurement Officer.
Mr Dlamini’s
Linked in profile describes him as, “A highly accomplished and resourceful
Chief Operating Officer with extensive national and international experience at
technical field and leadership level gained predominantly in the development /
humanitarian sectors for one of the world’s largest NGO’s (World Vision)”. He
is further described as, “A visionary strategist, committed to strong
stakeholder relationships is adept at managing and shaping operations and
leading global development programmes that realise corporate values and goals.
Articulate, engaging and a hands-on leader has proven success of building and
energising teams applying discipline and processes that inspire outstanding
performance”.
Mr
Dlamini is immediately expected to facilitate the formulation of a cabinet so that the full
complement of the legislative arm as well as the administrative arms of the
Eswatini state are full formulated to begin the term of office of the 12th
administration of Eswatini.
