The Eswatini Government has sent a strong delegation of 14 officials to ILO Conference in Geneva

The annual International Labour Organisation's (ILO) International Labour Conference (ILC) kicked off in Geneva, Switzerland on Monday 05 June 2023. The Eswatini government being one of the governments of high interest having been condemned to the special paragraph list of countries that habitually contravenes the international labour standards seems to have pulled all stops to ensure they defend against any move to condemn the country into the special paragraph this time around.

The government delegation comprises of fourteen officials ,interestingly inclusive of two legal advisors in the form of one David Millin from the kings office and Zandile Dlamini who is accredited as the Deputy Attorney General. The Prime Minister Sipho Cleopas Dlamini (as a 15th member) is also said to be on the way to the conference after completing his mission at the COMESA conference.

The complete Eswatini delegation comprises of Government representatives ,Employers representatives and Workers Representatives. The basic ILO delegation comprises of two government representatives, one employer representative and one Worker representative (2-1-1). They also allow ministers to be accredited and they are are allowed to address the sessions however they do not have rights to go into committees and make inputs. Each component of the delegations is also allowed to bring in delegates substitutes as well as advisors. 

The total Eswatini delegation inclusive of Employers and Workers stands at 21 people (and 22 when the Prime Minister finally makes it there).  

The Government delegations is as follows:

Minister in Attendance - Phila Buthelezi (Minister of Labour and Social Security)

Government Delegates - Mthunzi Shabangu (Commissioner of Labour) and Makhosini Mndawe (Principal Secretary)

Adviser and substitute delegate - Vuyile Dlamini (Ambassador)

Advisers - Magwabane Mdluli (Commissioner of Compensation), Earnest Dlamini (The Director) , David Millin (Legal Advisor) , Lonkhokhela Dlamini (Chief Executive Officer ENPF) , Sindi Mango (Corporate Affairs Manager) , Innocent Dlamini (Chief Operations Officer) , Zandi Dlamini (Deputy Attorney General) , Simanga Mamba (Civil Service Commission Chairperson).

Person appointed to replace advisors - Jacob Dlamini (First Secretary) and Nolwazi Dlamini (Advisor).


Employers delegate are as follows: 

Nathi Dlamini (Business Eswatini Chief Executive Officer) 

Employers Advisors - Andrew Le Roux (President, Business Eswatini) , Tum Du Pont (President ,Federation of Eswatini Business Community).


Workers delegates are as follows: 

Bheki Mamba  (President, Trade Union Congress of Swaziland).

Adviser and substitute delegate: Mduduzi Gina (Secretary General, Trade Union Congress of Swaziland).

Advisor: Phendukile Zikalala (Secretary General ,Federation of Swaziland Trade Unions)  


The ILC will close on the 16th June 2023 with a closing plenary session at the main meeting room called the Palaise des Nations in room XX at the ILO Headquarters building. The closing session will essentially serve to adopt committee reports and then the President, Vice Presidents and the ILO DG will deliver closing addresses to delegates.
